Improve find_library usage

Let cmake determine which library directories to search in, and just provide hints for which subdirectories to search.

This allows msilbc be found when it is in a different location to where kopete will be installed.

Use PowerDevil's method of dealing with activatable services.

This should prevent connect() warnings when UDisks/UPower is not installed, but also ensure the service is activated if it is.
