initial commit of a differently-designed DeviceKit backend for Solid

The backend knows how to enumerate devices and talk to both DeviceKit-* and
libudev. The AcAdapter, Battery, Processor, Camera, GenericInterface,
NetworkInterface, and SerialInterface interfacesare implemented; the rest are
still TODO. The backend passes at least some cursory testing with
solid-hardware.

Rather than try to modify the HAL backend to fit DeviceKit, I decided to
try writing one from scratch, using DeviceKit-disks, DeviceKit-power, and
libudev. Unfortunately, it looks like there will be a bunch of devices that
I don't know how to enumerate using libudev.

Don't use iterators here: timedout() can delete items from the reqs
list, so holding an iterator across calls to timedout() leads
to list corruption and eventual crashes or double-free abort()s.
