SVN_SILENT: I suppose that for an unknown license, it was meant to
display "Unknown license" and not to use the variable $license,
which is tested to be empty, a few code lines above.

Revide the section about translator comment, as we cannot introduce the
prefix TRANSLATORS, especially as KBabel does not know it, but xgettext

Do not allow TRABNSLATORS to mark translator comments, as it seems that
xgettext can only have a single -c parameter and not 2.
(As KBabel only knows i18n, we cannot replace it. So we have to postpone any

Check the whole PO file and not only its header.

(This change seems to give a limited amount of additional errors,
so it is perhaps better for the teams to be able to be correct from the
early stage on. And perhaps it will point us to errors in code.)

(As for long-term, it will depend on how much false positives are given
by this test compared to check only the headers.)

I thought, as KBabel uses the special translator comments generated by
extractrc and extractattr.
