Backport r1283434 to the 4.8 branch:

React on networking status changes. If networking is offline
Kopete will stop trying to connect until networking is online.

OBS: we do not keep binary compatibility in libkopete. Do not
revert this change.

Backsporting r1282230 to the 4.8 branch:

Do not bail if $HOME is not set.

In case there is no $HOME environment variable set (which can happen on
buildds, for example), do not make cmake error out due to the regexp
"^$ENV{HOME}.*$".
