network traffic: check too many stalled block per table

up to now they were checked in total leading to too many warnings with many clients

Fixes for buttons in table list

their state was not always correct, and repeatedly joining / leaving a table
with a suspended game failed

new table / join/leave table: server now only sends change info to client

up to now the full list of tables has been resent.
If many clients connected to the same server, network traffic grew
exponentially.

c/s traffic: further reduce sending of ruleset definitions

by not only reducing them within one message. Instead for each client keep track of which rulesets have
already been sent to him.
