exception templates render PHP 5.3's linked previous exceptions now. also beautified both shiny (new icons, collapsible sections, other cosmetic stuff) and plaintext (wordwrap to terminal size, no wordwrap when stdout isn't a terminal, a few formatting things) templates and adjusted the tango icon license info. closes #1308 and #1309
